Basically representation flows upwards [i.e. downwards on the diagram] – each level being represented by its groups in the next level up, by individual vote; and law flows downwards [i.e. upwards on the diagram]: simplest at the top, more complex towards District, after which it becomes informal (e.g. custom). Details not entered into here, but crucial! (& details for changing details also crucial, if not more so [sic]).
