The basic structure* which I considered many years ago may owe something to the Circles: itself a pattern of concentric “circles” (of course!), it may fit usefully into the Inner Circle pattern (with the Outer Circle as an (echo)** and a <reverse gearing>** – as an (aid)** and a <warning>**? And with an {echo of a reverse gearing}**.

(The 'square' and 'diamond' shapes [which are slightly differently symbolised here from in the original ms. sketch diagram] indicate possible exceptional level changes: e.g. Individual (without Family) to Cluster of households; District of minority groups without Province to World Government (e.g small isolated Islands, of whatever population).)

This is simply one possible solution; but the underlined Inner Circle qualities are quite appropriate, on the whole, although not exclusive. (The others were experimental, and can be ignored.) The structure begins with the Spirit of God in a Man and ends with God the Spirit as the Totality of things seen and unseen, Matter and Spirit. But it is not intended to be a structure without room for the Atheist or the Agnostic****.

The numbers are ideal population; in brackets are [the] likely spread. These numbers were justified (more or less) long ago# by relation to the functions of the particular group; in particular, 2,000 [or so] was judged to be the maximum which one dedicated person could reasonably get to know of, without being too small for the average person to make new discoveries. Every practical formal administrative function was devolved to the Ward of 2,000 or so (This was the concept of 'minimisation', I think).#*
