And how does this arise, this scheme of things?*

Well, I don't know; but I may guess that although the Spirit of God{,} which I believe is within all Men (in the sense that it is accessible to all Men by an Inner sense [sic]){,} motivates Man's search for God – Man is easily misled; it stands to reason that if the stains on a Man's Soul veil the Spirit of God from his Inner ** Sense, he may be aware of its existence enough to search for it (and thus to know the difference between Good and Evil), but not perceive it clearly enough to know exactly what he is seeking or how to reach it.
