This pattern* of development of political systems should not be confused with the development of a particular Society or State, which may well follow the normal Outer Circle progression (&/or Inner Circle in the Utopian case). The previous page's diagrams* simply show (speculatively) different formal stages in the evolution of a full particular system, in a simplified way. (I am aware that even an African State or Pre-historic European tribe is likely to have internal oppositions and polarities; my point is that only when such opposing forces approach equivalent weight or significance to that of the directing force does the system achieve stage 2, the Latin or Monarchical stage, in which the two can simply alternate.)
