The Inner Circle rotation describes precisely why Intuition can be both the lowest and the highest of modes [sic] of thought:

– the lowest at the end of the Outer Circle; but the highest, after the fusion through Unity, by Inner Circle rotation, of itself and all other modes of thought into a higher (but recognisable) form of Intuition, in which all modes of thought work unconsciously as one. This is the Inner Degree,* at which Wisdom may be found, and also Love.
