One of the curious features (for the sort of person who writes notes like this or, for that matter, is going anywhere* [sic]) of working life is the number of people one encounters who seem to have got into a 'rut' and are apparently prepared to stay there. This presumably can't be true of every aspect of their lives but it often seems to be the dominant impression or feature of those lives.

On the other hand, it could be just a relatively slow movement, so slow at or near the extremes as to seem stationery to others further in. (Given the nature of spinning discs, I suppose, this effect could be achieved by the same or similar speeds in units of “distance” per units of “time” at the periphery as in the centre: contrast the [O] over […] in “[2]”. The effect of this (but not only of this) might be something like this [sic]:
