I suspect that this pattern* is simply one way of looking at it: a pattern of influences superimposed upon a fundamental pattern of Circles all of which start and end with +CI~. If you extend the route back a semi-circle from A~ to start at +CI~, this underlying pattern become clearer. The 'horseshoes' are simply superimposed on top of it.
