‘It should be remembered that, in the early 19th century, ideological conflict was more significant than actual changes in the social structure. Germany, France and the United States, after all, experienced the same fears of the mob that England did and at roughly the same time, even though they lagged well behind England in the degree of industrialisation. It was equality and the prospect of democratisation, then, that provided an important initial element in the ideas of the mass and of mass society.’
