There is a shadow of this,* I remember wondering about some years ago, involved in Einstein's views on Time, where the implication seems to be that Time is solely what is measured by clocks: and that this is a starting assumption of the Theory of Relativity. If you start with such an assumption, it is not surprising that you end up with a rather elastic notion of Time. But I do not know enough to comment on this.
