Most
political and social questions, contrary to contemporary assumption,
are problems of degree, involving conditional answers, and not
capable of resolution by a simple Yes-No approach. Such problems
tend to be correctly solved only through application of a mental
background of experience. Hence academic training, although useful
in many cases, is rarely enough alone.
