Such a vision may seem unrealistic – but so, a century ago, might
a European Union or Community, especially with Britain as a member.
One thing that European politics today makes clear is that the
present Community in Western Europe, and its planned development, are
wholly without meaning except in the context of the Soviet Union and
the United States of America, and would almost certainly not exist
without those two powers. To many even now it seems that the
European Community can only be justified as a step towards some wider
grouping, in which it may itself (or may not) remain an integral and
integrated part.
